The Asian ICT Indicators website is a collaborative effort by LIRNEasia to build a regional repository of data on Asian ICT indicators.
The database along with the ICT Indicators Manual represents LIRNEasia's efforts to improve cooperation, coordination and communication amongst Asian National Regulatory Agencies (NRAs), National Statistical Organizations (NSOs), telecom operators, civil society and the general public in the development and use of standardized ICT indicators.
Background
Online databases do currently exist with the goal of disseminating ICT indicators data. The ITU's World Telecommunications Database and the ASEAN Digital Divide Database are two such examples. Similarly mandates for developing database resources for ICT indicators currently exist in a multitude of organizations including the Partnership on Measuring ICT for Development, APT, etc.
This Asian ICT Indicators database however buildings on the above earlier work and is intended to be the first step in creating a regional partnership of relevant stakeholders who drive the collection, dissemination and utilization of high-quality ICT indicators data.
The Aims of the Regional Partnership
Accurate & comparable ICT indicator data is valuable for each and every member.
Geared towards enhancing availability and use of accurate and comparable data amongst members.
Provide incentivized participation process - to consume data you need to provide data
Provide an open exchange of information amongst members based on mutual trust and collaboration.
Provide for the collection of data via a web-accessible database
Allow the members' council to take ownership of the strategy, functioning and operational principles
To have an administrative component with a small footprint
The ICT Indicators Website
Aims
Provide an on-line collaborative platform for members
With its primary focus on knowledge sharing amongst members the initiative aims to eventually provide a platform for members to interact and formulate new collaborative studies on the ICT sector backed by standardized and accurate indicators data contained in this database.
Provide data manipulation & visualization tools.
By providing the ability to dynamically create charts and tables by cross-referencing existing indicators data, the website will allow for a meaningful user experience, which in turn will improve the user activity and participation in the indicators website.
As the amount of data contained in this database increases, additional functionality will be introduced to further enhance the user experience. The next phase of development will allow users to automatically calculate values for standardized indices such the ITU's Digital Opportunity Index and other e-readiness indices.
Database Access
At this stage of this initiative the website is intended primarily for institutional users from Nation Regulatory Agencies, National Statistical Organizations and Telecom Operators and International Development Agencies.
Interested users are encouraged to register to receive access to the database.
Functionality
This website offers the ability for authorized users to enter data for specific ICT indictors and view comparative regional data for the same indicators (depending on availability). In addition to data tables and graphs, the website also allows authorized users to download data as CSV files that can be imported into Excel or any other spreadsheet package.
Authorized users should note that at this stage users have access to view all data that is currently in the database. However, as this initiative evolves, the level of access to regional comparative data depends on the timely input and interaction of the user in this initiative. It is intended that this website will provide users who provide high quality data to have access to equally high-quality regional data.
